Some animals delight in it. I know many people who have had cats and dogs that would always like to join the “session”. But, if the animal is very young or doesn’t show that he/she is enjoying the activity, then I reckon it could be a form of abuse.

Yes, it would be considered animal abuse, speaking from a law enforcement perspective. I’ve seen folks arrested for giving beer to their dog…and they were prosecuted successfully in court.

Catnip is basically Cannabis for cats so getting the cat high in my point of view is not harming it in anyway. Its basically the same thing as say smoking a ciggaret around a cat is harming and Animal Absue.
